With their leadership and championship in Tobacco Control, Hon. Concepcion P. Labindao and Hon. Quezon F. Labindao, were invited by the Vital Strategies and APCAT (Asia Pacific Cities Alliance for Health and Development) to attend the 7^th Asia Pacific Summit of Mayors held in Bali, Indonesia on December 1-3, 2022. They were in attendance together with other leaders from countries such as, Bangladesh, Cambodia, India, Indonesia, Lao PDR, Malaysia, Myanmar, Nepal, Philippines, Singapore, Timor-Leste and Vietnam.

The 3-day summit covered six sessions in a plenary discussion format which also utilizes a hybrid option through Zoom.  Mayor Labindao, together with mayors from Timor-Leste and Nusa Tenggara Timur, delivered their reflections on Tobacco Control strategies of the presentor for Session 2. She reiterated her take away, that the key to an effective regulation of tobacco-smoke is strong political will of the leaders, inter-sectoral collaboration and acceptance of the community’s discernment of the policy through a participatory type of governance.
